If this is your first one: buy open-ended and buy cheap. Texture is personal and no description will tell you what you actually like. A single-use egg costs less than lunch and settles the question faster than reading about it.

If cleaning is what will make or break it: go open-ended. Closed-end sleeves feel better and are genuinely a chore to dry. A sleeve that never dries fully does not last, so be honest about the effort you will really put in.
On lube: water-based, unless the box says otherwise. Silicone lube damages silicone sleeves. Pick up a water based lube alongside it and you never have to think about it again.
On upkeep: powder is not optional with TPE. Wash with mild soap, let it dry all the way through, then dust it with renewing powder before it goes away. A toy cleaner makes the wash step quick enough that you will actually do it.
